Seo Dong Wuk (Xu Dongxu) leads Chang Tsi & Partners’ newest branch office in Seoul and serves as a Senior Advisor to the Beijing Headquarter.

A former Korean diplomat and policy maker for 25 years, Dr. Xu has been engaged as a key member in the policy examination and enforcement of the five IP offices (“IP5” - CNIPA, KIPO, USPTO, EPO and JPO). As the Economic Counsellor at the Korean Embassy to China, he oversaw all Intellectual Property affairs relevant to Korean conglomerates operating in China. Hundreds of Korean enterprises were offered his assistance in IP rights protection and made significant success in their investments to China. Also known as a Chinese law expert in Korea, Dr. Xu served in various managerial roles in the Ministry of Foreign Affairs, Ministry of Justice as well as Intellectual Property Office for years before joining the firm.

Dr. Xu, accompanied by the Commissioner of the Korean Intellectual Property Office, represented the Korean government in the IP5 commissioner-level conferences, as well as attended meetings between commissioners of the Chinese and Korean IP Offices for numerous years. He also met with the President of China Trademark Association to coordinate various cross-border IP matters. He served as a key contact during the Korean President’s visits to China.

With tremendous contributions to IP development in both China and Korea, Dr. Xu gave lectures at China National Intellectual Property Administration as well as numerous law schools in China and Korea. He is an Honorary Professor at North China University of Technology.
