Recently, two outstanding talents in the legal profession, Ms. Zhong Chun, and Mr. Chen Xiaoliang, joined Chang Tsi & Partners. Ms. Zhong is a partner located in Shenzhen; and Mr. Chen is a senior patent attorney and consultant in intellectual property litigation and located in Guangzhou.
Ms. Zhong received a Doctorate Degree in Competition Law from Shanghai Jiao Tong University and conducted postdoctoral research on Intellectual Property Law at East China University of Political Science and Law. Within the professional field of antitrust and competition law, she has worked as a specialized associate researcher at Shenzhen University and served as a distinguished professor in intellectual property at the Shenzhen University School of Law.
Ms. Zhong has written a monograph titled Innovation and Competition, Legal Regulation of Abusing Dominant Market Position in Internet, Law Press, 2016., published more than 20 academic papers on CSSCI law journals including Relevant Market Definition in Internet Industry. [J]. Law Science(CSSCI), 2012, (4)., and participated in drafting several monographs and teaching materials. In addition, she has once led a later stage funding project sponsored by China Law Society named ‘Innovation and Competition, Legal Regulation of Abusing Dominant Market Position in Internet’, substantially engaged in major projects of social sciences at the national level and key projects of the Ministry of Justice, and delivered lectures on competition law for law enforcement officials from all over the country in the School of Administration of SAIC, as well as at the Shanghai Bar Association.
Mr. Chen Xiaoliang graduated from Renmin University of China. He is licensed at the Chinese bar, and obtained his patent agent qualification certificate, as well as his certificate of examiner for international application under the PCT. He has years of experience in patent litigation, patent application and patent invalidation. Before joining Chang Tsi & Partners, Mr. Chen has worked on trials and examinations in court and at the State Intellectual Property Office (SIPO) for years. He was a former judicial assistant and technical investigator at the IPR tribunal of the Guangdong Higher People`s Court. He also worked at the Patent Reexamination Board of the SIPO and Materials Engineering Invention Review Department of the Patent Office for years, thus accumulating rich experience in patent examination and approval.
Mr. Chen Xiaoliang has also participated in the legislative work relevant to judicial interpretation of patent rights in China. He has put forward suggestions more than once to the Supreme People`s Court, the SIPO and other departments in terms of revisions to the Patent Law and amendments and formulation of the related patent judicial interpretation, several of which have been adopted in the Supreme People`s Court on Revising the Several Provisions of the Supreme People's Court on the Application of Law in the Hearing of Cases of Patent Disputes, and Interpretations (II) of the Supreme People's Court on Several Issues Concerning the Application of Law in the Trial of Cases Involving Patent Infringement Disputes. He further conducted investigation and research of the issue relative to Standard Essential Patents initiated by the Guangdong Higher People`s Court, and published several related practice papers.
